It was only in 1871 that the state was able to establish a public school system, but because of the limited budget, not many rural public schools were built. It was because of the Julius Rosenwald Fund as well as the efforts of many black adults that initiated the change in their educational system. The black population of the state taxed themselves twice just to have enough funds to build new schools for rural areas.
